So Its River Raine! Top- River Raine in her Royal form and bottom- River Raine in her more normal, ponyville form. The song/spell above is the spell she uses to transform herself. Its a spell twilight Sparkle :iconmlptwilightplz: found in the Everfree Castles' Library. It was a book all about the ancient Alicorns of Reigns. She found the spell in it and gave it to River Raine (who was in her ponyvillle form) and helped her use her magic to transform into her true royal form.
